The incumbent of this position serves as a Licensed Professional Mental Health Counselor Program Manager for the Primary Care-Mental Health Integration team(s) in N. Colorado. This position is within the Mental Health Service Line. The incumbent works with the Associate Chief of MH for Medical Integration and the Chief of the MHSL to provide professional and administrative leadership for a large clinical service and will be assigned to manage, direct, and oversee a tiered program within MHSL. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 LPMHC Program Manager Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below: Ability to make judgments and decisions associated with program management Ability to monitor program outcomes using data driven quality assurance process Ability to develop productivity standards appropriate to each service provided Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs Preferred Experience: Possess advanced practice skills in administration, supervision, and management. This position requires potentially long periods of continued walking; standing; sitting, bending; carrying of light items such as papers, books, small parts; or driving an automobile; etc. Use of fingers, both hands required, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16", hearing (aid permitted), clear distinctive speech ["Duties include but are not limited to: The PC-MHI PM is accountable for developing and maintaining written statements of the program's mission and goals, for delivering quality services within the limits of financial and human resources, and for collaborating with all other services to ensure patient needs are met. The direction and maintenance of clinical processes, staffing patterns and work assignments to achieve desired clinical outcomes, is central to the success of the position, as are meeting quality management and performance improvement expectations. The position is responsible for direct supervision of clinicians in the program, and for completing the program aspect of personnel performance evaluations. The PM works closely with the Medical Integration Associate Chief and is given opportunities to work on projects and initiatives with other hospital leaders to help meet facility and VISN goals. May be asked to serve as the Lead Trainer for PC-MHI program at the CVAHCS and the CBOC's. May be responsible to ensure all identified staff are trained in the PC-MHI model and competency tools are completed timely. Administers information and analyzes systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days (when appropriate), patient demographics, equipment utilization and patient satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The incumbent supervises a group of employees performing work at various GS and VN levels (e.g., psychologists, social workers, counselors, etc.) and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, CBOC involvement, and efforts at other sites within the Medical Center and/or VISN. Performs the administrative and personnel management function relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal and formal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Provides crisis intervention when indicated including evaluation, assessment, triage, initiation of/support in Emergency Detention procedures, and disposition of patients experiencing behavioral health emergencies. Provides assistance within PC-MHI as needed to meet patient needs and ensure same day access. Offers supportive counseling and follow up care as determined by patient evaluation in the development and utilization of VA and community resources.
